Judge orders Huntington Beach to adopt ranked-choice voting after CVRA violation

Orange County Superior Court Judge Craig L. Griffin ruled Monday that Huntington Beach's plurality at-large system for electing its seven-member City Council "impairs the ability of Latinos to elect candidates of their choice.

An Orange County judge has ordered Huntington Beach to replace its at-large City Council election system with ranked-choice voting, finding the city's current method violates the California Voting Rights Act by diluting Latino voting strength.
