Managing family court and juvenile court calendars is stressful, especially in rural Imperial County, where budgets are tight, resources scarce, and problems abundant, said Superior Court Judge Juan Ulloa.
Imperial County’s court system has been under-funded ever since he was elected to the superior court in 2007. But Ulloa said he’s refused to let those conditions hinder litigants’ access to justice.
