BELLFLOWER -- Long before Superior Court Judge Susan J. Townsend had a courtroom of her own, her father ran a Korean restaurant in Los Angeles with an unusual policy: if customers could not afford a meal, they could pay later.
"He wanted to make sure that the hungry were fed," Townsend recalled.
