TORRANCE -- On a recent morning, Superior Court Commissioner Brad M. Fox began with 36 misdemeanor arraignment cases on his calendar. Before proceedings were underway, the number had climbed to 52.

"I'm hearing different stories from each of the opposing sides, and then I have to sort of bring it all together to see what is reasonable, what is not reasonable, and hopefully help the attorneys work out an amicable agreement," he said.
