LONG BEACH - Every Monday morning, Superior Court Judge Ronald F. Frank's courtroom begins with what looks like an impossible schedule: 10 cases, 15, sometimes 20. On paper, the trial calendar appears destined to spill beyond the week. 

By Tuesday, many matters have settled, been continued or disappeared because one side failed to appear.
