SACRAMENTO -- Sacramento County Superior Court Judge Alin Cintean still remembers the date his family arrived in California: May 10, 1995.

He was 14, newly arrived from Romania after more than four years separated from his father, who had left shortly after the fall of communism and spent years working to bring the rest of the family to the United States.
