VAN NUYS - For Superior Court Judge Reginald Neal, a career in law has come full circle. He began in the insurance industry as a claims adjuster, later moving into regulatory work for the state. Today, he presides over one of Los Angeles County's busiest traffic courts, where he said he often sees reflections of his early professional experiences in the cases that come before him.
