SAN DIEGO — Her role is to make decisions, Judge Laura W. Halgren said, “so I need to listen to both sides and determine what is fair and appropriate given the circumstances. There are a lot of competing factors that I have to weigh.”

Those hard decisions are coming to an end, though, as Halgren is retiring in mid-January after 21 years on the San Diego County Superior Court and 17 in practice, mostly as a state prosecutor.
