California urged a federal judge Thursday to dismiss the Trump administration's challenge to the state's vehicle-emissions standards, arguing that the federal government cannot show it has been harmed by rules that have either expired or do not interfere with federal law.
"There is no plausible allegation that any of these standards are having an impact on the market," Deputy Attorney General Caitlan McLoon told U.S. District Judge Daniel J. Calabretta.
