A Los Angeles judge on Friday signaled she is inclined to allow Southern California Edison to argue Southern California Gas Co. shares responsibility for Eaton Fire losses without requiring the gas utility to participate in the first bellwether trial next year.

The tentative framework stems from Superior Court Judge Laura A. Seigle's request that the parties brief whether Edison's crossclaims against SoCalGas should be bifurcated from the trial, scheduled to begin Jan. 25....
