Six visiting federal judges are helping the U.S. Eastern District of California manage a flood of immigration habeas petitions, though the court's chief judge says the backlog remains severe.

Meanwhile, a review of cases confirms comments from attorneys and judges that some of these cases are coming from outside the district -- and even outside California. Immigration officials operate several large detention facilities in the district, including three in the Bakersfield area....
