Carter remands Ventura County dam case to state court

The lawsuit challenges United Water Conservation District's operation, maintenance and water diversions at the Vern Freeman Dam on the Santa Clara River. A federal judge on Thursday returned an environmental lawsuit over the Vern Freeman Dam to Los Angeles County Superior Court, concluding that the complaint asserts only state-law claims despite after nearly a decade of related federal litigation over the same Ventura County dam.
