Sacramento housing development lawsuit previews Proposition 45 fight

Challenge to 9,300-home Upper Westside plan highlights debate over whether the ballot measure would favor greenfield development over urban infill.

A lawsuit filed Thursday seeks to block a massive Sacramento County housing development proposed on agricultural land.

Such cases could become much more difficult to pursue and win under a ballot measure backed by the California Chamber of Commerce. Proposition 45 could also result in more housing, but under a very different vision from the one championed by legislative Democrats in recent years.
