Los Angeles City Attorney Hydee Feldstein Soto says accountability concerns prevent her from signing contracts, while eviction defense providers warn layoffs and service cuts are imminent.

A $177 million Los Angeles tenant-protection program approved by the City Council and signed by Mayor Karen Bass remains stalled because City Attorney Hydee Feldstein Soto has not executed the contracts, leaving eviction defense providers unpaid and threatening services for tenants facing displacement.

Among them is the Eviction Defense Network, which says it must raise $190,000 to cover July operations or lay off two-thirds of its staff.
