Appeal tests limits of pre-condemnation entry for Delta tunnel project 

Farm argues state agency cannot enter private land for project testing without prior authorization and funding.

SACRAMENTO -- A San Joaquin County farm urged a state appellate court Wednesday to block the Department of Water Resources from conducting pre-condemnation testing for the Delta Conveyance Project, arguing the agency lacks authority to enter private property before the project is fully approved and funded.
