Federal courts in California entered "phase two" of their U.S. government shutdown response Monday, a move that will furlough staff and scale back operations as available funds expired Friday.
On Oct. 1, after the Senate failed to pass a continuing resolution to temporarily fund the government, federal officials said the courts could continue paid operations through Oct. 17.
