SACRAMENTO -- A Sacramento judge stopped short Monday of throwing out a petition brought by online sports betting company Underdog Sports against Attorney General Rob Bonta, though Superior Court Judge Jennifer K. Rockwell said she remained skeptical of the claims.

The complaint, unusual in its timing, sought to block Bonta from releasing a legal opinion declaring online sports gambling illegal in California. Underdog filed its case in June -- before Bonta even posted the opinion....
