A five-year-long, $240 million case against major telecommunications companies over fees for the 911 emergency system, drew one step closer to a conclusion when a San Francisco judge ordered a stay pending finalization of settlement against one of the defendants -- U.S. TelePacific Corp - and readied another for trial.
