California could lose more than $300 million if the Federal Emergency Management Agency (FEMA) follows through on a policy to deny reimbursement of costs for certain categories of emergency non-congregate shelter (NCS) during the COVID-19 pandemic. State and local officials are pushing back, arguing that FEMA is acting contrary to the agency’s guidance during the pandemic and that denying reimbursement could have significant budget impacts.
