San Francisco and Santa Clara counties have sued to block the Trump administration's new "public charge" rule. Announced Monday, the policy would deny entry and green cards to immigrants who have used public assistance such as food stamps or Section 8 housing vouchers.
The complaint claims the government has made an "abrupt" shift in longstanding policy that is is "arbitrary and capricious" and violates the authority of Congress....
