NLRB proposes rule changes on union representation

The National Labor Relations Board proposed changes to three rules that would affect how unions are used as worker representatives.

The National Labor Relations Board has proposed changes to three rules that would affect how unions become representatives for employees.

The first change would come to the board's "blocking charge" rule that would disallow unions from stopping elections because of labor disputes. Instead, the ballots would be impounded until the dispute is resolved.
