Liu raises questions about state Supreme Court authority on pardons
The State Supreme Court recommended a pardon for Susan Burton for three felony convictions. Under Article V of the California constitution, the governor is required to get the consent of the majority of the state Supreme Court before pardoning a twice-convicted felon.




While approving a pardon for a convicted felon Wednesday, state Supreme Court Justice Goodwin H. Liu raised questions about the court's authority when dealing with such requests from the governor.
