9th Circuit says state courts must be free to run its own operations

A 9th U.S. Circuit Court of Appeals panel on Tuesday affirmed the Central District's dismissal of a class action challenging an LA County cost-saving plan to consolidate tenant eviction actions into specialized "hub" courts.
