Federal judge rules government has authority to lift sea otter relocation policy

Struggling California sea otters are free to live anywhere along the California coast thanks to a decision by a Los Angeles district court on Friday that found the U.S. Fish and Wildlife Service had the authority to drop a decades-long policy of keeping otters out of waters between Santa Barbara and San Diego by trapping and relocating them farther north.
