In November, Ken Bailey attended an eight-hour class to be certified under the Environmental Protection Agency's new lead paint rule.
He was trying to give himself some time because the rule does not go into effect until April 22 - Earth Day. But after eight hours of instruction followed by a test, certain parts of the rule still have him scratching his head.
