The enduring symbol for the retail sector of Sacramento's commercial real estate market in 2009 can be found south of suburban Elk Grove along Highway 99.
For the past year, a project expected to be among the region's largest shopping centers has sat in suspended animation with exposed steel beams and sheet metal sitting quietly behind chain-link fencing.
